This session will discuss the use of XBRL to improve the transparency and analysis in government financial reporting by the State of Oregon.
Diane Mueller, VP XBRL Development at JustSystems will present a case study based on a collaborative effort between Association of Government Accountants (AGA), PricewaterhouseCoopers (PwC), Allocation Solutions, JustSystems and the Oregon State Controller’s Office to create an automated XBRL content creation and publishing workflow for the production and distribution of the State of Oregon’s Comprehensive Annual Financial Report (CAFR). This project encompassed an end-to-end distributed workflow starting with mapping proprietary data sources to automatic XBRL content generation including producing the complex multidimensional Oregon CAFR reports in the “required” formal layout with the State of Oregon’s required style and formatting. By making the content available as XBRL, the State of Oregon also enabled the consumers of the CAFR report to produce their own multi-dimensional views of the report in an interactive manner while still delivering the initial CAFR in the required layout. This session will also discuss implications of XBRL use for government financial report at the Federal level in Recovery.gov initiatives and linking State, Municipal and Federal financial reports for better transparency.
